Event:  Talk to Recruiters at the NBIB Hiring Event and learn about career opportunities at NBIB, for applicants with Non-Competitive Eligibility (NCE) to include Peace Corps and VISTA volunteers.  Recruiters will provide information about the many vacancies at NBIB and discuss how you may be eligible to apply using various hiring authorities.

OFFICIAL JOB DESCRIPTION

This position is part of the National Background Investigations Bureau, Office of Personnel Management. If selected, you will be responsible for conducting investigations and interviews/checks to complete background investigations for suitability on current and prospective Federal employees. As an OPM Investigator, extensive travel is required within the local commuting area of this announcement as well as the possible need for frequent overnight travel outside the local commuting area. 

Duties

As an Investigator at the GS-1810-7, some of your typical work assignments may include under supervision: 

  • Assist with conducting Federal Personnel Background Investigations, many of which are sensitive or controversial, where allegations, hearsay information, or other vague or intangible information of an adverse nature exist.
  • Evaluate individual's trustworthiness for access to classified information, placement in a sensitive position, retention in the military services, or placement in Federal employment.
  • Assist with collecting and developing information from a variety of sources.
  • Prepare reports of investigation in accordance with OPM guidelines and instructions.

Travel Required

  • 25% or Greater
  • You may be expected to travel for this position.

Qualifications

For the GS 7: You must have at least one year of experience that is equivalent to the GS-05 level in or directly related to the line of work of this position that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. Experience should include conducting personnel background research/inquiries, reviewing personnel forms and reports for completeness and accuracy, reviewing technical documents (such as employment applications, investigative questionnaires, affidavits, credit and police reports, loans/benefits applications etc.) to extract information, identifying discrepancies/inconsistencies, or areas potentially requiring clarification or additional information, applying regulations and/or operating procedures within a technical program, adjudicating or substantiating cases/claims for legal/financial/medical benefits, military intelligence action, law enforcement, or legal work, or interviewing personnel for various reasons.

OR

Meet one of the requirements for Superior Academic Achievement by earning a bachelor's degree with at least one of the following (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA for required courses completed in a major field of study during junior and senior ear of a 4-year college or university; (3)class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. OR One full year of graduate level education in an accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. 

ARE YOU USING YOUR EDUCATION TO QUALIFY? You MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: (1) official or unofficial transcripts are acceptable, or (2) you may submit a list with all of your courses, grades, semester, year, and credit for the course. All materials must be submitted by the closing date of the announcement.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS -7 level. (You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted.)

Mandatory Completion of Basic Training: You must successfully complete the FBITP training course in order for you to be able to perform field investigative work for OPM-NBIB. Successful completion of the FBITP requires that you obtain a passing score on written and practical tests measuring attainment of knowledge objectives. Failure to successfully complete the FBITP, including successful passage of the written and practical tests, will result in removal from the Investigator position.
